Parth Bhatt
Chief Deputy Treasurer
Parth Bhatt joined the San Bernardino County Treasurer Division in 2016 and was appointed Chief Deputy Treasurer in 2023. Prior to his San Bernardino County service, Parth served as Portfolio Manager for Orange County and worked in the private sector as a Portfolio Management Associate and an Assistant Portfolio Manager. He holds a Bachelor of Arts and a Master of Arts in Economics from California State University, Fullerton, and a diploma in Computer Engineering from Mumbai University. Parth is an adjunct professor of finance at UC San Diego’s Rady School of Management. He teaches MGTF – 495 on fixed income investing for the Masters in Finance program. He is an advisory board member of California State University, Fullerton’s Titan Capital Management program.

The Treasurer’s section provides banking services for all County departments and those agencies either required to invest or volunteering to invest in the County Treasury Pool. These responsibilities include the receiving, depositing and investing of all monies in the portfolio and payment of all warrants for the County and participating agencies. The San Bernardino County Treasury Pool is rated annually. Currently, the pool is assigned the following rating: Fitch AAAf/S1

This rating is the highest available rating for variable net asset value pools. Click Rating Agency for more information. The Treasurer also provides certain trustee services and has certain fiduciary responsibilities for special assessment districts within the County and other agencies.
